About the Ariel F. Sallows Chair in Human Rights 

In January 1979, Ariel F. Sallows, KC, of North Battleford, Saskatchewan signed a trust agreement ensuring the future establishment of a chair funded from his estate. Mr. Sallows was awarded an honorary doctorate from the University of Saskatchewan in 1982, two years before his death in 1984. The first Ariel F. Sallows Chair in Human Rights was appointed in 1986. It is the first endowed chair at the College of Law and the first endowed chair of human rights at any law college in Canada. The chair supports courses and research in human rights at both the undergraduate and graduate levels.

Recruitment is under way for the next Sallows Chair.

Estey Chair in Business Law

Michael Milani KC

Michael Milani, KC: July 1 - Dec. 31, 2025

Michael Milani is currently chair of the executive committee of McDougall Gauley LLP. He has a wealth of experience from his broad banking law, insolvency, and commercial practice, including related litigation, and has appeared before all levels of court in Canada including the Supreme Court of Canada. His research has appeared in peer-reviewed journals in Canada and internationally. He is recognized in peer-ranking directories, in a variety of practice areas. 

Milani is a former president of the Law Society of Saskatchewan, and a former president of the Federation of Law Societies of Canada. Milani is the chair of the Law Reform Commission of Saskatchewan. He is a Fellow of the Insolvency Institute of Canada and a Fellow of the American College of Mortgage Attorneys. He was appointed Queen’s Counsel (now King’s Counsel) in 2001. 

Milani has been actively involved in his community, including as President of the United Way of Regina and Chair of the Board of the MacKenzie Art Gallery. 

He served as the Estey Chair in Business Law at the College of Law during the 2022 fall term.

About the Estey Chair in Business Law

The Estey Chair in Business Law was established in 2012 by John and Bill Estey in honour of their father, the late Willard “Bud” Estey, former Justice of Supreme Court of Canada. Their donation of $2 million is the largest-ever private donation to the college. Chairholders are expected to teach business law courses within the college, conduct high quality research in their field of expertise and share their knowledge and insight by engaging in outreach activities with the wider legal community.

The Estey Chair in Business Law is intended to attract outstanding scholars in the area of business law. Chairholders will be expected to teach business law courses within the college, conduct world-class research in their field, as well as share their expertise and engage in outreach activities with the wider legal community.

Law Foundation of Saskatchewan H. Robert Arscott Chair

Kerri Froc

Kerri Froc: Jan. 1 - Dec. 31, 2025

Kerri Froc is an Associate Professor at University of New Brunswick Law, as well as a Trudeau and Vanier Scholar. She has taught courses at Carleton University, Queen’s University and University of Ottawa on feminist legal theory and various aspects of public law, among others.

Kerri received her PhD from Queen’s University in 2016 and holds a Master of Laws from the University of Ottawa, a Bachelor of Laws from Osgoode Hall Law School and a Bachelor of Arts from the University of Regina.

Before completing her doctorate, she spent 18 years as a lawyer, as a civil litigator in Regina, a staff lawyer for the Women’s Legal Education and Action Fund (LEAF), and as a staff lawyer in the areas of law reform and equality at the Canadian Bar Association. She is a member of the Saskatchewan and New Brunswick bars.

Patricia Barkaskas

Patricia Barkaskas: July 1 - Dec. 31, 2025

Patricia Barkaskas is a Métis lawyer and educator who is currently an associate professor at the Allard School of Law at the University of British Columbia. She previously held the positions of Strategic Advisor to the Dean for the National Centre for Indigenous Laws and Associate Professor (limited term) in the Faculty of Law at the University of Victoria from (2022-2024), as well as Academic Director of Indigenous Legal Studies (2021-2022) and Academic Director of the Indigenous Community Legal Clinic (2014-2022) at Allard Law. Her current and future teaching and research interests include Indigenous laws, access to justice for Indigenous peoples, and decolonizing and Indigenizing law.

Barkaskas has practiced across a broad spectrum of law, including in the areas of child protection (as parent's counsel), criminal, family, as well as civil litigation and prison law. She has spent over a decade working closely with Indigenous peoples in their encounters with the Canadian legal system and worked for Residential school survivors as a historical legal researcher for the Indian Residential Schools Settlement Agreement. In addition, Patricia has written Gladue reports for all levels of court in BC.

Barkaskas holds an MA in History, with a focus on Indigenous histories in North America, and a JD, with a Law and Social Justice Specialization, both from the University of British Columbia. 

About the Law Foundation of Saskatchewan Chair

The Law Foundation of Saskatchewan Chair was established in 1989 under an agreement between the Law Foundation of Saskatchewan and the University of Saskatchewan. The chair was renamed the Law Foundation of Saskatchewan H. Robert Arscott Chair in 2014 in honour of H. Robert (Bob) Arscott, F.C.A., who served as secretary of the Law Foundation of Saskatchewan from 1973 until his retirement in 2013.

Income from the endowment for the chair is used to remunerate its holder, the Law Foundation of Saskatchewan Professor, and to support teaching and research at the graduate and undergraduate level at the college.

The wide terms of reference for this chair accommodate appointments in any area of law or in law and policy. Incumbents are accomplished legal scholars or other outstanding persons with a background in law and a demonstrated interest in scholarly investigation and practice relating to issues in law and policy. Although the holder of the chair has teaching duties, she or he will also engage in research and other scholarly activities, such as conferences and special seminars related to the chair.
